In our ongoing efforts to better serve the community, the Lincoln City Finance Department has partnered with Xpress Bill Pay, the premier provider for online bill payment systems to provide secure, on line payment services for your Water and Sewer Bill.

If you have participated in our online bill paying system prior to July 1, 2008, you will have to sign up with Xpress Bill Pay as a new participant. Your account with the previous provider has been terminated , and your personal information has been deleted from their system.
How It Works
When you sign up for online bill payment you get a unique password that you use to access your personal account at XpressBillPay.com. Every month, they will send you a reminder e-mail to let you know your bill is online.
Then, just log in through your Web browser or the "Pay Your Bill" icon above and view your bill, which will look like the paper statement you are familiar with. Enter checking or savings account information, and your done.
How To Sign Up
Click on the blue "Pay Your Bill" icon above
Click the Go button in the "New to Xpress Bill Pay" box
If you are already signed up with Xpress Bill Pay, log in with your e-mail address and password in the "Registered User Login" box
Follow the instructions on the screen. You will need a valid e-mail address to create an account. Once you have submitted your information, you will receive a default password by e-mail.
Go back and click the blue "Pay Your Bill" icon and log in with your e-mail address and password. The "Add e-Bills page appears. Follow the instructions on the screens to add Lincoln City to your Xpress Bill Pay Account
Once you've created an account, you'll be able to go online at any time to view and pay your bills.
Liability Statement
The City of Lincoln City is not liable for service disruption or ensuing reinstatement fees if you receive a shut off notice and do not advise the Finance Department that you have paid electronically.
