Lincoln City provides water and sewer utility services to city residents and neighboring areas. If you would like information on billing practices, opening a new account, closing your existing account, make changes to your existing account or have other billing questions please complete the form below. The utility billing staff will respond as quickly as possible, usually within one business day.

How Billing Works (Rates)

depending on the size of the Meter. As well as whether your location is Inside the City limits or Outside the City limits. Within the base rate for residential customers, there is an allowance of 400 cft of water consumption/sewer volume per month (approximately 3000 gallons). This allowance does not apply to commercial customers.

For itemized charges such as: meter size rate, usage charges over 400 cft, and peak season water rates, please reference the Water/Sewer Rate sheet. This can be found under the Finance Department Documents and Forms.

Statements

We bill monthly, mid-month, from the 16th through the 15th of the following month. Your statement balance is due upon receipt, but no later than the due date shown on the Statement. There is no grace period beyond that date.

Your first statement will establish your account number. There will also be a one-time new account set up fee of $25.00.

AutoPay

On the backside of your bill, you will see your payment options listed. You can sign up for auto-pay and/or paperless billing through Xpress bill pay (www.xpressbillpay.com).

In our ongoing efforts to better serve the community, the Lincoln City Finance Department has partnered with Xpress Bill Pay, the premier provider of online bill payment systems, to provide secure online payment services for your Water and Sewer Bill payments. Xpress Bill Pay also offers a free iPhone App and Android App to make payments easier. You don't need an account and can check out as a guest when paying your bill.
