Councilor Ward III
Judy Casper - Council President
Born and raised in rural NW Wisconsin, Councilor Casper migrated to California when public college education was free. She graduated from San Francisco State with a degree in Speech Pathology and worked professionally in Public Schools and private practice. Expanding her training and opportunities she served as a Labor Relations Consultant with the National Education Association, Californian Teachers Association; eventually relocating and retiring from that role with the Oregon Education Association. When becoming a Lincoln City home owner, twenty five years ago, she became involved with the Nelscott Neighborhood Association. She served as their President for ten years before being elected to City Council. It was during those years that she became interested in organizing and representing the community as a voice to be heard, while providing input and direction to the Urban Renewal Nelscott Community Visioning Plan. Councilor Casper has made it her focus to maintain a community atmosphere where citizens continue to care and provide for those who call Lincoln City “home”. She believes that it is important for City Council to provide a practical process for community engagement, in order to maintain a stable and thriving city that benefits from engaged and active citizen involvement.
